Run a sharp paring knife between the meat and the top membrane layer to separate. Then, pull off the entire membrane with your hands all the way through.

Mix the dry rub ingredients. Pat dry the ribs and evenly rub the prepared dry rub throughout.

Arrange ribs in a large slow cooker. Add onions, garlic, and water to the bottom of the slow cooker. Cook on LOW for 6 hours.

Remove ribs from slow cooker and arrange on sheet pan. Brush with BBQ sauce. Broil in the oven until caramelized.
